For first-time home buyers who meet program income limits, the first step is to
contact us for a referral to a qualified and approved lender. The lender will
take a loan application and pre-qualify you for a loan and the Neighborhood
Stabilization Homeownership Program . The lender will also determine the
maximum loan amount you can afford.
The Riverside County Economic Development Agency offers the
Neighborhood Stabilization Homeownership Program.  The Program is
available to anyone who has not owned a home in the last three years, have
an annual income that is within
program limits, and is purchasing a foreclosed
home in one of Riverside Counties
qualifying areas. The Program provides
down-payment assistance as a silent second loan in the amount of twenty
percent (20%) of the purchase price of the home.  The first loan must be a
standard, fully amortized, fixed rate; thirty-year mortgage.
